Jay Manuel grew up and was educated in northwest Florida. He received both his undergraduate finance degree and his law degree from Florida State University in Tallahassee. He began his personal injury law practice in Panama City, Florida in 1986. From the very beginning, Jay Manuel has limited his practice to matters involving serious personal injury and wrongful death, or matters involving insurance litigation. He is licensed to practice law before all Florida state courts, the United States District Court for the Northern and Middle Districts of Florida, the United States Courts of Appeals for the Eleventh Circuit, The United States Claims Court and the United States Supreme Court. He is board certified in civil trial law by The Florida Bar and the National Board of Trial Advocacy.

Mr. Manuel became a member of the Alabama State Bar in 1987 and has remained an active member of that legal community since that time.

Jay Manuel participates in numerous community and church activities. He has served on the Judicial Nominating Commission for the Fourteenth Circuit of the state of Florida (1998 - 2002, Chair 2001-2002). He is a member of St. Andrews Baptist Church where he is a Sunday school teacher in the children’s department. He is a member of the Panama City Rotary Club where he served on the board of directors. He served on the board of directors of the Panhandle Chapter of the American Red Cross for eight years. In addition, he has been an ardent supporter of youth sports and recreational activities. He has coached sports teams for children ranging in age from five to sixteen years, and served as a Little League Baseball coach for 13 years and a youth basketball coach for 10 years.

R. Waylon Thompson

Waylon Thompson received a Bachelor of Arts degree in political science from Auburn University in 1985.  During his undergraduate years at Auburn, Waylon acquired his fighting spirit as a devoted Auburn Tiger along with a keen interest in advocacy and the law.  After graduating from Auburn, Waylon went on to receive his law degree from Samford University, Cumberland School of Law in Birmingham, Alabama. Cumberland School of Law is nationally known for its emphasis on trial advocacy. During his senior year, Waylon served as the chief judge of Cumberland’s trial advocacy program.  Further Waylon’s superior trial advocacy skills were recognized when he was asked to serve as an alternate on Cumberland’s American Bar Association National Mock Trial Team. For his contributions as a student at the law school, Waylon was awarded the Dean’s Certificate of Appreciation.
 
Waylon moved to Florida after graduation from law school in 1988, and was admitted to the Florida Bar that same year.  He initially began practicing law in Panama City, Florida, where he specialized in insurance defense work on automobile, premises and other types of personal injury cases. Waylon was admitted to the Alabama Bar in 1989 and returned to Alabama in 1993, where he practiced insurance defense law until 1994.  After spending 6 years representing the interests of large insurance companies in litigation involving accident victims, Waylon listened to his heart and rekindled his Auburn spirit and ideals.  Waylon returned to Florida in 1994 and re-dedicated his talents and advocacy skills to representing the interests of accident victims and policyholders in their fights against insurance companies.  In so doing, Waylon achieved a tremendous degree of personal satisfaction by helping injured people to receive proper compensation and by helping policyholders to receive the insurance benefits that are owed to them.  Waylon’s years of experience working as a defense attorney for insurance companies have proven to be a great advantage in representing individual accident victims and policyholders as he has first hand knowledge of the tactics insurance companies use when they attempt to deny coverage or prevent injured people from receiving the compensation they deserve. 

 
Currently, Waylon Thompson is licensed to practice personal injury law in Panama City and across the states of Florida, Alabama, and Georgia. Waylon is certified by both the Florida Bar and the National Board of Trial Advocacy as a specialist in civil trial law. Board certification is the highest level of recognition awarded by the Florida Bar, and is considered a valuable measure of the competency and experience of personal injury attorneys in Panama City and throughout Florida. Waylon is an active member of the Florida Justice Association (FJA); an organization of approximately 4,000 lawyers in the state of Florida working to protect the safety of Florida’s families. In 1999, Waylon received the legislative leadership “Shoe Leather Award” for his dedicated and effective contributions on behalf of FJA’s legislative effort. Waylon presently serves as a trustee for the FJA's political action committee FLAG (Florida Lawyers Action Group), where he is charged with implementing the academy's political programs and policies. In 2008 Waylon was appointed to the Judicial Nominating Commission for the Florida Bar, an organization that assists the Governor of Florida in reviewing the qualifications of candidates seeking judicial appointments.  Waylon is also a member of the American Justice Association as well as the trial lawyers organizations in the States of Alabama and Georgia.

Zachary B. Taylor


Zachary Taylor, born in Dothan, Alabama, received an AA degree from Chipola College in 1994 and a B.S. in Criminology from Florida State University in 1996. In 1999, Zachary graduated from the Mississippi College School of Law in Jackson, Mississippi, where he excelled in trial advocacy (recipient of the Trial Advocacy Book Award for Outstanding Trial Advocacy Skills).

After receiving his license, Zachary immediately put his trial skills to use by working as an Assistant State Attorney in the 14th Judicial Circuit of Florida. From 1999-2002, Zachary handled numerous criminal cases and conducted trials from misdemeanors through first degree felonies and murder. In 2001, Zachary was the co-prosecutor in the case of State of Florida v. Ann Trexlor, which has been featured on Court TV on multiple occasions. During his tenure at the State Attorney’s Office, Zachary furthered his trial skills by attending and excelling in the “Prosecutor/Public Defender Trial Training Program” conducted at the University of Florida’s School of Law. When he was not in the courtroom, Zachary enjoyed lecturing at seminars for area law enforcement on numerous topics- giving and explaining updates in the law. Zachary is also an active adjunct professor at Gulf Coast Community College in the Criminology program and a frequent consultant and lecturer at the Florida State University Underwater Crime Scene Investigation Program. His mock trial work with the FSU UCSI has been included in recent reports featured on The Discovery Channel, The Science Channel, and CNN.

In January of 2003, Zachary joined the personal injury law firm of Manuel & Thompson in Panama city, Florida, where he now specializes in all types of personal injury, auto accidents, insurance disputes, and wrongful death. Zachary is a member of the Florida Bar, Federal Court-Northern District of Florida, The Academy of Florida Trial Lawyers (AFTL-Young Lawyers’ Section), The Association of Trial Lawyers of America (ATLA), Bay County Inns of Court, and the Legal Assisting Advisory Committee at Gulf Coast Community College.

Jami M. Balkom


Jami McFatter Balkom grew up and was educated in Northwest Florida. She received her Bachelor of Arts Degree in Literature from Florida State University in 2000, graduating from the Honors in the Major Program summa cum laude, and being honored as a Phi Beta Kappa inductee during her senior year. Ms. Balkom then completed her law degree from Florida State University, graduating in 2003. After graduation, she began her law practice in Panama City, Florida in 2003.

Ms. Balkom has limited her practice to matters involving serious personal injury or wrongful death. Ms. Balkom has passed both the Alabama and Florida state bar exams, and is licensed to practice before both the Florida and Alabama State Courts, and the United States District Courts for the Northern District and Middle District of Florida. Florida.

Ms. Balkom has been involved in many professional associations, including The Academy of Florida Trial Lawyers; The Association Trial Lawyers of America; The Florida Bar Trial Lawyers Section; American Bar Association, and the Bay County Chapter of The American Inns of Court.

Ms. Balkom participates in many community activities. Currently, Ms. Balkom serves as the Chair of the Development Committee for the Florida State University College of Law Alumni Association Board.
